Preparing the Basis for the Development of Training Programs for Teachers of Preschool Education in View of the Federal Law "On Education in the Russian Federation"

The article describes the preparatory work carried out within the project of Federal target program for the development of education, providing the basis for the development of training programs for teachers of preschool education. In order to ensure a successful transition of the preschool educational institutions to the educational activities in accordance with the Federal State Educational Standards, we determined the necessary professional competences and personal qualities of teachers, and the best form of organization the process of improving their skills. The bases are the results of the analysis of professional tasks defined in the current regulations, as well as the study of modern training programs addressed to teachers of preschool educational institutions and currently being implemented in the system of additional vocational training. Important and useful information to achieve the aims of the project was obtained in large-scale all-Russian sociological research of the needs in knowledge and competencies of teachers of preschool educational institutions (organizations), of the teachers’ attitude to various aspects of the training (substantive, organizational, etc.).
