The professional standard of a teacher: the problems of socio-professional discussion

Abstract
We analyze national and international experience, possible ways of solving the problems associated with the development and implementation of professional standard of educator (teacher). We briefly review the studies on the mechanisms of the development and use of standards of education organizations and teachers, reflect the problems of development and socio-professional discussion of the standard draft, define areas of implementation of the standard and the creation of conditions for its effective application. We review the results of the social and professional discussion of the standard draft. Among the issues awaiting solutions, we mention: compliance of conditions and resources of a teacher’s activity with requirements of the professional standard, ambiguous understanding of the requirements, reflected in the standard, the need for developing a transparent system of teachers evaluation criteria, the need to improve the training and professional development of teachers.
