The article deals with analysis of norms of German juvenile law (JGG) & activity of juvenile judge. As illustrated in Germany juvenile penal law is more educational then penal. Method of penalties on juveniles includes three levels: educational, compulsory measures & punishment which is last & most strict used when first two levels are unproductive. The pedagogy base of Law & complications in the work of judge are shown. The judge has discretionary power but must have enough wisdom & sensitivity towards delinquent. His judgments should be oriented on individual features of juvenile & correspond with the problems of his upbringing. Working simultaneously in two places – as juvenile judge & as the Head of arrest institution for juveniles, author discovers the arrest as pedagogue compulsory measure.
