Regulatory framework to ensure the safety of the educational environment in the U.S. 1488

Fedunina N.Y., PhD in Psychology, research fellow of the Centre for emergency psychological assistance, Moscow State University of Psychology, Russia, natalia_fedunina@mail.ru
Abstract
The article discusses the legal and regulatory framework to ensure the safety of the educational environment in the United States. We show its features, such as attention to the problem of weapons-bearing, the prevalence of zero tolerance policy and legislation relevant in today's society as a whole (drug use, bullying, etc.). We present legislative initiatives that focus on the individual level, as well as focused on school and its safety, indicating a combination of individual and structural components in the legislative area. We show various positions in several key legal initiatives: a policy of zero tolerance, anti-bullying laws, governing the confidentiality aspects of perpetrators and victims of school violence, etc. The legal framework is seen in historical perspective with a discussion of the changing legal initiatives related to educational environment safety issues.

Keywords: security of the educational environment, school violence, legislative act, United States, policy of zero tolerance, bullying.
