In the article the existing approaches to this problem are considered. The standards that allow evaluating the educational psychologists and administration quality of work as well as the quality and level of school interaction with the society, including parents are presented. We specially highlight an approach that is based on defining the standards for both beginner and experienced teachers and allows creating a certain continuum for a teacher’s professional growth. Among the necessary changes is promoting orientation on the professional community as well as increased attention to the activity of the student. The important requirements are: the transition from technical work to research and the transfer of control over the behavior of students to the responsibility for the school conditions. The importance of the transition from the outside management of teacher’s work to promoting teachers own leadership is also noted.
