Abstract

The paper considers emerging role of municipal self-government and investment appeal in conditions of globalization, buildup of complexity and acceleration of transformation of socio-economical systems. Noted that innovations are a precondition for competitive advantage of municipal units, in new conditions they should become permanently applied tools and local self-government is their priority application.
