The Modernization Strategy for the Service of Applied Psychology of Education as a Tool for Social Developmentof the Education System

The article highlights the key functioning features of the applied psychology of education service based on analysis of nationwide monitoring conducted in 2008. The monitoring was executed by Ministry of Education and Science of the Russian Federation in collaboration with Moscow State University of Psychology and Education and with the executive authorities of the constituents of the Russian Federation engaged in management of the education. The strategy for the development of the Service is proposed taking into account the priority task of the socio-economic development of the Russian Federation in the long term – the modernization of educational institutions as instruments of social development of the education system. The author concludes that the structure of the Service and the management system of its offices at the federal, regional and municipal levels of education needs to be modernized. Educational institutions for children in need of psychological-pedagogical and medico-social care should be considered as the basic structural elements of the Service. The resource centers should be created and developed. The scientific-methodical and material and technical infrastructure of the Service should be re-equipped.
