The right to play: A new comment on Article 31 of the Convention on the Rights of the Child

Abstract

On February 1, 2013 the UN announced the adoption of the General Comment on Article 31 of the Declaration on the Rights of the Child, which proclaims the right to play. The Comment was initiated by the International Play Association (IPA). In We provide additions and comments to Article 31 in authors’ translation, reveal their essence, clarify the meaning and purpose of the play in human life. We also present the results of the IPA actions aimed at consolidating the efforts of professionals involved in assertion of the play value, in investigation of its state in different countries. We highlight the specific measures aimed at the enforcement of children's right to play.
