Abstract
The author believes that the development of the educational institution includes the following stages: design, modeling and psychological and pedagogical expertise. The author analyzes in detail the object and subject of the examination, the criteria of the examination, methods of assessing the effectiveness of educational programs, methods and means of examination, selection and training of experts, determination of organizational and financial conditions for the examination.
