Abstract

The author compares education in the Russian Empire, in the USSR and in contemporary Russia. He explains the failure of directive attempts to implement universal and compulsory secondary education as well as fallaciousness of rigid subordination of secondary and higher schools. The article provides thorough analysis of the system of school attestation, particularly Centralized Testing.
