The contribution is dedicated to analysis of psychological and pedagogical problems of education in higher educational institutions, rationalization of pedagogical conditions of its effectiveness on the stage of reformation of military education, creation a new image of Russian military forces. Basing on analysis of modern psychological and pedagogical sources, experiences of educational practice in higher educational institutions of missile forces, the authors made an attempt to rationalize the approaches to the choice of strategy and the character of reformation of the education system, ways and conditions of increasing its effectiveness. In order to identify and study the factors (pedagogical conditions) which have influence on the effectiveness of education, the authors carried out a research in the sample of 200 students of II-V courses, who were divided into four experimental and four control groups, and 62 members of academic and commanding staff of the Military Academy of Strategic Missile Forces named after Peter the Great (Serpukhov branch). According to the results of the research, the authors identified and tested experimentally the main pedagogical conditions under which the education of students is most effective.
