Germany is a social state, which successfully copes with the challenges of modern times: the crisis, immigration and unemployment. The mechanisms of the social policies implementation by the German government are of great interest to us. The non-governmental organizations are one of the elements in these policies, whose activities are aimed at solving social problems of various groups of population. The experience of the AVP Union project activities, generalized in this article by its director, S. Aruin, is a vivid example of social interagency cooperation. The activities of the organization is based on project management technologies. Social initiatives of AVP are an answer to the social demands of the society and are aimed at solving the problems of unemployed youth, adolescents and young people, who are in conflict with the law, the development of social skills among school children, the social and psychological assistance to families in difficult life situations, and many other target groups of Russian-speaking migrants.
