Arrest as type of penalty & abilities of its use towards juvenile delinquents in Russia

In this article the legal & psychological aspects of arrest as type of penalty is discussed. The reason why it was wrote was meeting with the work of Nordrhein-Westfalen Court & visiting Counting farm Center in Düsseldorf. In the first part of the article characteristics of this measure are discussed. It was marked that it is presentational measure & do not entail a penalty. The conditions in county farm & in jail are equal in Germany. What’s more, such forms of impact as professional training & educational are absent in county farm. Supposed that the main mechanism of action is shock therapy. The number of repeated entries in county farms is more then 50% but it is acceptable taking in an account the hole criminal situation. In the second part of this article the attitude towards the arrest in Russia is analyzed. Author invites to investigate together with German colleagues the reasonability of arrest as type of penalty juvenile delinquents in Russia.
