Abstract

The work is aimed at clarifying the role of the Commissioner for Children’s Rights in the system of guarantees for the implementation and protection of the rights of minors. It is noted that in modern science there is an understanding of what constitutes a system of guarantees in its essence — the most important element of the legal status of a minor. At the same time, there is no single approach to what this system is in its structure, while its classifications are proposed. In this regard, in order to study the role of the Commissioner for Children’s Rights in the system of guarantees, two classifications were used, in our opinion, to a greater extent revealing the specifics of the work of this institution. To solve the problems of the study, a general description of some elements of the legal status of the Commissioner for the Rights of the Child, as well as the practice of his interaction with other subjects of law in the system of guarantees of the rights of minors is given. Some results of the activities of the Institute of the Commissioner for the Rights of the Child are presented, convincingly proving the importance of his work in ensuring the realization, protection of rights and legitimate interests, and, if necessary, assistance in restoring violated rights of the child. It is noted that the institution of the Commissioner for the Rights of the Child plays one of the significant roles in this system, since it not only accumulates current problems in the field of childhood in its hands, but also offers their solutions of an interdepartmental nature.
