The Priority of Educational Outcomes as a Tool for Modernization of Teacher Training Programs

Abstract

The authors attempt to define the concepts of “education program”, “educational outcomes”, “competence”; to refine the approaches to the development of educational programs in their correlation with the basic documents developed during preparation and implementation of teacher education project. The relevance of these issues is due to the problems of modernization of programs and models of teacher training Russian education is facing today. Based on the analysis of international and Russian experience, we reveal the main rules that should enable authors to develop educational programs that will provide the expected results, defined by the conceptual documents of the teacher education program modernization. The article is intended, first and foremost, to the teachers and administrators of universities, faced with the task of modernizing the educational programs for teachers, as well as modules of the programs, in accordance with the requirements of the Federal State Educational Standards and the professional standard of the teacher. Given the universality of approaches and concepts described by the authors, the article may be of interest to developers of educational programs of other areas and different levels of education.
