The professional standard of specialists in rehabilitation work as a mechanism to institutionalize the rehabilitation activities in Russia

Abstract

The article was written as part of the state order of the Ministry of Labor and Social Protection of the Russian Federation “Development of professional standard of specialists in rehabilitation work in the social sphere”. It substantiates the need for the development of this document. On the example of Australia, UK, USA, Germany, Israel, we show the formation of rehabilitation as an independent type of professional activity, reveal mechanisms for its institutionalization and improvement. We present several tendencies of rehabilitation service formation in Russia. We substantiate the holistic, interdisciplinary and intersectorial approach to rehabilitation. We show the significance of the proposed professional standard for the institutionalization of the rehabilitation in our country. We formulate the main aim of the new type of professional activity. We describe the requirements for the qualification of an expert, the possibilities to achieve them, the necessary competences, as well as the possible places of work within the framework of departmental and interdepartmental models of service organization.
