Development of pre-school education in the Tyumen region: experience and prospects

Abstract

We describe the priorities for the development of pre-school education in the Tyumen region over the last 5-7 years, the main ones are: municipal preschools transition to the autonomous status since 2005; the introduction of per capita financing and sectoral wage system; the development of forms of state and public management; association of preschool educational institutions and the creation of educational “holdings”; substantial renovation of preschools activity. We show the experience of implementing an educational program of preschool education “Mosaic”, designed to meet modern standards and since 2009 implemented in half of Tyumen region preschools. We reveal the principles underlying the development of the “Mosaic”, which outline the area of educational process organization in the modern preschool and allow for continuity of preschool and primary education in the conditions of implementation of the new educational standards.
