Abstract

Context and relevance. Recently, the relevance of studying the system of providing psychological and pedagogical assistance to participants in educational relations has been increasing. At the same time, the problem of analyzing its effectiveness retains its scientific and practical significance. Objective. Comprehensive assessment of the current state of the psychological and pedagogical assistance system in the education system, determination of its effectiveness and identification of resources and deficits for further development. Hypothesis. There is a relationship between the level of effectiveness of the regional system of psychological and pedagogical assistance and its condition, assessed according to the criteria of consistency, accessibility and quality of psychological and pedagogical assistance. Methods and materials. To achieve the purpose of the study, monitoring was organized, and a system of criteria, parameters, and indicators was developed. Data collection was carried out on the basis of an automated author's questionnaire, the questions of which corresponded to the selected criteria. 89 regional education authorities participated in the monitoring. The analysis was performed using Spearman's rank correlation coefficient. Results. According to the monitoring results, the average level of consistency, basic accessibility, basic and average quality levels of psychological and pedagogical care prevail among the regions. The overall level of effectiveness of psychological and pedagogical assistance in most regions is at a basic level. The results of the statistical analysis revealed the relationship between the level of effectiveness of psychological and pedagogical assistance and the criteria of its consistency, accessibility and quality. Conclusions. It is shown that increasing the overall level of effectiveness of the regional system of psychological and pedagogical assistance in the education system requires comprehensive management solutions covering the identified areas: strengthening human resources, creating conditions for the professional development of specialists, organizational improvement and logistical equipment of educational organizations and centers of psychological, pedagogical, medical and social assistance.
