Variability of regional approaches to planning psychological and pedagogical assistance: results of a comparative analysis
Abstract
Context and relevance. The modern development of psychological and pedagogical assistance requires taking into account regional peculiarities and the needs of participants in educational relations. The decision of the All-Russian Congress of Psychological Services in the Education System identified several areas of development of the system of psychological and pedagogical assistance, including both conceptual and practical tasks that are reflected in regional approaches to planning psychological and pedagogical assistance. Objective. To analyze the variability of regional approaches to planning psychological and pedagogical assistance and highlight the features of inclusion in regional action plans in key areas. Methods and materials. The study included an analysis of the regional plans (sets of measures) updated in the subjects of the Russian Federation for the development of the system of psychological and pedagogical assistance in the system of general education and secondary vocational education provided by 89 regional educational authorities. Content analysis and quantitative calculation of the frequency of events were used for the analysis. Results. It is revealed that the leading areas are personnel and methodological support, and for historical territories, as well as improving the management of activities related to the organization of psychological and pedagogical assistance. The variability of models of organization of psychological and pedagogical assistance is noted. Staffing actualizes the need to overcome the personnel shortage. Methodological and scientific support are coordinated, creating an evidence base for the implementation of practical activities. As part of the logistical support, it is planned to create an infrastructure for the provision of psychological and pedagogical assistance, and the planning of monitoring is complex. Conclusions. The leading directions in planning the development of psychological and pedagogical assistance are consistent with the Decision of the All-Russian Congress. Promising areas of development are identified: staffing, digitalization and remote consulting, interdepartmental cooperation, as well as conducting research to identify regional needs and develop targeted measures.
